Ballot Question 2 is the much-talked about slots referendum. The referendum comes at a crucial time as deep cuts are expected to the Maryland budget due not only to the state’s existing revenue shortfall, but to a dire economic forecast for the entire country. According to the ballot question, the primary purpose of legalizing slots machines in Maryland is “raising revenue for education of children in public schools.”
